3. It supports and empowers research on hemp cultivation as leaders in the hemp hemp installation industry.
4. It aims to position the state and its citizens as the leaders in the hemp industry.
5. Also, balance the exploration of hemp cultivation and processing with public health, safety, and welfare concerns, addressing the potential for unwanted and unlawful uses of hemp’s chemical elements.
6. Enable the department, licenses, and universities to promote hemp cultivation, processing, and commercial hemp sale products.

"Federally defined THC level for hemp"means a delta-9-THC concentration of no more than 0.3 percent on a dry weight basis, or the THC concentration for hemp as defined in 7 U.S.C. Section 5940, whichever is greater.
